M&M: Freedom City

A four color tribute to the Silver Age of comics, Freedom City was created by Steve Kenson. For the second edition of Mutants & Masterminds, it became the default backdrop for the roleplaying game -- after initially sharing that job with the Meta-4 universe glimpsed in the first edition supplement Crooks!.
