An anime-inspired pen and paper rpg by Guardians of Order, BESM has been through several iterations, but managed after many issues to finally squeeze out 3rd edition with White Wolf before going bankrupt. http://www.white-wolf.com/besm/

Note that this game is not quite the same as BESM d20, a remake of their original system to play nice with d20 rules.
